10/18/2015 AGENCY SCOPING MEETING
The Federal Highway Administration (FHWA), in cooperation with the North Dakota
Department of Transportation (NDDOT) is initiating an Environmental Impact
Statement (EIS) for the proposed US Highway 85 project. The project limits are
from the I-94 Interchange to the Watford City Bypass (McKenzie County Road
30) in Stark, Billings and McKenzie Counties, North Dakota. The project length
is approximately 62 miles.

The proposed project would expand US Highway 85 to four lanes (with flexible
design options to avoid or minimize impacts) and rehabilitate or replace the
historic Long X Bridge over the Little Missouri River. The purpose of the
proposed project, as currently defined, is to link the four lane highway system
between I-94 and US Highway 85 south of Watford City and to safely
accommodate the mix of industrial, agricultural, and passenger traffic in the area.

Your agency has been identified as an agency that may have an interest in this
project.  Pursuant to Section 6002 of Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users
(SAFETEA-LU),
cooperating and participating agencies are identified and invited to participate
in the development of the EIS by the lead federal agency, FHWA. An invitation
for both cooperating and participating agencies will be distributed in the near
future to each agency invited to this Agency Scoping Meeting.

Time:    10:00 AM – 12:00 PM CDT
Where: Room TBD (An additional email will be sent prior to the meeting with
the updated location.)  Bismarck, ND.  Either video conference/phone
conference available

The objectives of the Agency Scoping Meeting include:

·         Introduce the proposed project.
·         Discuss the SAFETEA-LU process and roles of the lead, cooperating
          and participating agencies.
·         Receive input regarding the proposed project’s purpose and need.
·         Discuss the preliminary concerns, issues and benefits (scoping) of
          the proposed project.
